Here is the most nearest place from the Haneda International airport. and as far as I can check this one is the last standard type water tower in Ohota-ku Tokyo. During the reconstruction activities in the Ohota-ku for reorganization of new age city, all except this one was obsoleted fully.
I strongly suggest you take your lunch at the Saizeria in front of the tower as you can look up at the tower from your table!
Of course you should spend the time at the small park for resting your leg.
I can imagine that the cherry blossom will decorate the tower in the season which will come soon.
