This place is certainly Tokyo but, Kanagawa Prefecture’s Kawasaki City department seems to be having this facility.

As of 2021, because of the road width expansion, the Monitoring post relocated to a bit back aside of the road. Unfortunately, the Building has reconstructed and that resulted bad as below.
